How to get Create Time in Service Call

Dear Experts,

I want to get the Create Time in Service Call and want to send it in a mail. The field name in OSCL Table is createTime. But I don't know how SAP is saving that ?

How can I get the exact time ? If I created the Service Call at 05:48 PM it is saving in SAP table as 1748. So How can I use 1748 for getting the time from it. ?
